The annual meeting was held on 6/14/2025 at the Mid-Continent Public Library 850 NW

Hunter Drive Blue Springs, MO at 1:00 p.m. Board members in attendance were Vice President Jay Keal, Secretary Amber O’Brien, Treasurer Brian Johnson and executive member Bob Glasgow.

Brian opened the meeting and reviewed the agenda. The budget was presented and discussed.

Dues notices have been emailed and residents were encouraged to pay online. This reduces the workload of the treasurer and results in automated emailed receipts. Marco Seabra stated that he has added a portal section to the HOA website so that residents can create individual accounts.

Larry McMullen complimented the entrances and thanked the Garden Club.

Amy Larson discussed recent complaints regarding aggressive solicitors. The City of Blue Springs has provided information that all peddlers within city limits are required to obtain an identification card from the City and wear it in a manner that is visible. They are not allowed to knock on the door or ring the doorbell of any home with a “No soliciting” sign. Residents can contact the Blue Springs Police Department’s non-emergency line for any issues with solicitors/peddlers.

Brian thanked the Garden Club and other HOA volunteers. Casey Peters and family again decorated the entrances for the holidays and are storing the decor. Richard Maxon assisted with the irrigation system.

Brian thanked Andrew Birkinsha and Jay Keal for their time on the board and noted that both are stepping down. Bob Glasgow agreed to serve as the next President, Amber O’Brien as Vice President, Brian Johnson agreed to continue to serve as Treasurer, Brittany Forcinito agreed to be Secretary and Marco Seabra will be the Executive Member. A vote was held by a show of hands and there was no one in opposition.

Ena Renee VanZandt asked about the recent mail theft incident. Per the Blue Springs Police Department, the perpetrator was caught at the Welcome Inn extended stay motel and some of the mail was recovered. Larry McMullen asked about community mailboxes. Kathy Maxon Powers explained that she had previously checked into this and recapped the information she provided at the 2024 annual meeting. Brittany Forcinito stated that the City of Blue Springs offers grants for cluster mailboxes. There was general discussion regarding the cost of cluster mailboxes, the benefit of locking mailboxes and the inconvenience of residents having to walk to cluster mailboxes. It was agreed that a committee would be formed to check into the cost of replacing our current mailboxes, to inquire with the postmaster about the current policies on cluster mailboxes and to obtain further information on the grant offered by the City. The following residents agreed to serve on the Mailbox Committee: Kathy Powers-Maxon, Bob Lamb, Brittany Forcinito and Jim Ginnings. Bob Lamb stated that the committee will have information to the board within 30 days.

Josh Cabaniss asked if it would be possible to get all residents to use one trash company as there are currently four companies serving the neighborhood. There was general discussion on pricing and the fact that not all residents use yard waste and recycling services. Josh agreed to contact local trash companies to inquire about a neighborhood discount.

Kathy Powers-Maxon asked if the HOA could pursue changing our Restrictions to prevent future investment companies from buying homes in Weatherstone to use as rentals. Jim Ginnings quoted from the governing docs that apartment and flats were prohibited. It was explained that this does not prohibit rentals and that any changes to our governing documents will not affect the current rental properties. Ginnings then discussed the poor state of his neighbor’s yard. Jay Keal stated that we would need to add penalties for failure to upkeep properties and Marco Seabra said that he supports adding fines. Ginnings asked how fines would be enforced if they went unpaid and Marco said liens would have to be filed. A general discussion ensued regarding the steps needed to make legal changes to our restrictions and the fact that a committee would be needed to pursue any changes. Brittany Forcinito agreed to lead the Enforcement Committee and the following residents agreed to serve on that committee: Kathy Powers-Maxon, Marco Seabra and Brian Johnson.

Michele Dougherty noted that the city of Blue Springs has passed a law to allow backyard chickens and asked if the HOA had any authority over this. Brian stated that the City’s rules override the HOA’s rules and that the city will have strict rules regarding the number of hens allowed, the specs on coops, homeowners needing permits, etc.

Brian Lynch from Priority Roofing stated that our neighborhood was hit by hail on 4/29/2025 at 1:00 a.m. He has found damage on a few homes in Weatherstone and is doing two roof replacements on 12th Street. He offered free inspections and passed out his business cards. One of his customers referred him to the HOA meeting.
